The ability for users to upload photos to their own photo albums has been restored. To upload your own photos please go to your user tab at the top, and click 'My Photo Albums' from the dropdown menu.
Unfortunately these are hard to locate on a user profile for the moment. This will be fixed soon, but for now look for the 'Photo Albums' statistic at the bottom of a users profile, and click the link. It will take you to their albums.
